The first opportunity Congress will have to act on this promise will come in mid-November when senators and representatives return for the end of the current session of Congress, the so-called lame duck session. Will the Senate take its first opportunity to advance toward a world free of nuclear weapons by ratifying the New START Treaty with Russia?
